How do I remove frames from icons?
Method 1: Use Icons only option Click the first drop-down labeled Icon Frames. Now click on Try. Now, select Icons only option. Tap on Done.
The outline is actually a couple pixels outside the area of the icon (on the desktop, that’s 48px square). In fact, I think I figured it out: the only icons that get outlines around them are the ones whose maximum sizes are 48 pixels.
If you don’t want borders, go to settings>wallpaper and themes>icons>download an icon pack with no borders.
10/29/19. Jim, Penelope is on the right track. The icons show up for any Chrome apps when you install a matching Android app. For example if you install the Android version of your app, then an icon will appear for the Chrome version.
Press and hold the app icon until a popup appears. Select “Edit”. The following popup window shows you the app icon as well as the application’s name (which you can also change here). To choose a different icon, tap on the app icon.

Desktop Settings Click on the Desktop tab and the Customize Desktop button on that tab. Click on the Web tab. If you see any Web pages listed in the menu, deselect or delete them, and deselect Lock Desktop Items. This should unhighlight your icons.
From a Home screen, touch and hold an empty area of the screen. Tap Themes, and then tap Menu (the three horizontal lines). Tap Purchased items, and then tap Icons. Tap Delete (the trash icon) in the upper right corner and select the icons you’d like to remove.
Some Android developers put a menu option for removing apps in a long-press menu, so tap and hold the app to see if a menu pops up. Select the “Remove” or “Delete” option. In the menu, look for the appropriate option to remove the app icon; if you see one, tap it to do so.

This is normal behaviour in Windows, there have been other threads about this. It simply indicates the currently selected Windows object, in this case the icon. In older versions of Windows this border was more widely used in objects such as menus.

When you have just the mouse/trackpad focus, it looks like a square with a light background. Here are a couple of way you can get rid of the borders on the icons. Note that the main thing is that if you use a keyboard to move around on the desktop, the dotted line will show.
