I would say just the fact that you enable Hyperv it doesn’t make the computer slow. However if the Sandbox application keeps being ran in the background then that might make it slow at times. Yes there is an impact.
The R2 release of Hyper-V added the support for a new feature that reduces the memory required by the hypervisor for each running virtual machine and also provides a performance boost. With newer processors from both Intel and AMD, Hyper-V can enable the Second Level Address Translation (SLAT) functionality.

and he explains that Hyper-V Server is meant to be installed as a bare metal Hypervisor which is what I did do but because i was accustomed to working with VMWare SAN’s that are the same way where you install the Hypervisor on the host machine and start spinning up virtual machines.
